The United States has clear rules for importing pets and vehicles from the UAE — clear enough that the requirements are well documented, but specific enough that the details matter. A dog that arrives without the correct USDA APHIS endorsement is not waved through; a car that does not meet US Federal Motor Vehicle Safety Standards cannot be registered and driven. Seemleius coordinates pet and vehicle relocation to the USA as a managed part of your overall move, so neither becomes a last-minute scramble at JFK arrivals or a Los Angeles port impound.
Pet relocation to the United States
The US framework is shared across three agencies. USDA APHIS handles the veterinary import endorsement, the CDC handles the rabies and public-health controls on dogs, and CBP processes the actual entry at the airport. What the CDC asks for depends on where your dog has been in the six months before travel and on its current list of countries at high risk for dog rabies: every dog must be at least six months old, carry an ISO-compliant microchip and have a CDC Dog Import Form filed in advance, with rabies vaccination records and further steps where the high-risk rules apply. The exact requirements have evolved repeatedly — we work to the rules in force on your travel date and confirm them in writing before you book the flight.
Cats face fewer federal restrictions but still require a USDA-endorsed veterinary health certificate issued close to travel and may face state-level rules at the destination. Hawaii in particular operates its own quarantine programme — either the 5-Day-Or-Less Program with extensive pre-arrival preparation, or a longer quarantine on arrival if pre-arrival requirements were not met. Birds, reptiles and other species have their own pathways through USDA and Fish & Wildlife Service.
We coordinate with specialist pet-handling partners who know the US entry requirements and work with IATA-approved carriers and CDC-approved routing. The animal’s travel is planned alongside your own move so the timing and the documentation line up.
- Species-specific guidance on US entry requirements for pets from the UAE
- Rabies vaccination, microchip and titre-test sequencing where required
- USDA APHIS endorsement of the health certificate and CDC Dog Import Form lodgement
- IATA-approved carrier selection and routing through a CDC-approved port of entry
- Specialist pet-handler coordination at both UAE departure and US arrival, with animal welfare prioritised
- Hawaii-specific 5-Day-Or-Less Program preparation where applicable
Shipping a vehicle to the USA
Importing a vehicle into the United States involves the EPA (Environmental Protection Agency), DOT (Department of Transportation) and CBP, with state DMVs handling the final registration step. The default position is that a vehicle must conform to Federal Motor Vehicle Safety Standards (FMVSS) and EPA emissions standards as built — meaning it was manufactured for the US market, with the appropriate label affixed. A UAE-spec vehicle generally does not meet this test, and bringing it into compliance is rarely economic.
The most important exemption is the 25-year rule: vehicles aged 25 years or more from the date of manufacture are exempt from FMVSS, and 21 years or more for EPA emissions. This is what makes UAE-resident enthusiasts’ classic-car imports actually viable. Outside of the classic-car path, options include the show-and-display exemption for rare collector vehicles approved by NHTSA, racing-only declarations, and Registered Importer (RI) conversion for select late-model vehicles where an RI exists for that make and model.
State-level registration adds another layer. Sales tax credit on the imported vehicle, title transfer rules, emissions inspection (California CARB, New York, Texas) and physical VIN verification all vary by state. Florida and Texas are commonly the easier registration states; California is the most stringent on emissions. We arrange sea freight, UAE export documentation, US import documentation, and a pre-shipment condition report with photographs and odometer record — so the vehicle arrives documented and with a clear record of its state before the journey.
- Pre-shipment vehicle eligibility assessment against FMVSS, EPA and the 25-year rule
- Sea freight booking — container, or roll-on/roll-off where a sailing is available, with insurance options
- UAE export and US import documentation prepared, with the EPA 3520-1 and DOT HS-7 forms
- Pre-shipment condition report with photographs to protect your interests
- Guidance on state DMV registration including title, sales tax credit and emissions inspection
Planning pets and vehicles together
- Tell us what is coming. Pet (species, breed, size, vaccination history) and / or vehicle (make, model, year of manufacture, current spec, destination state) — plus your planned US arrival date.
- Assess requirements. We map the US entry requirements for each, flag anything that needs early action (CDC Dog Import Form, EPA exemption assessment), and advise on vehicle compliance honestly.
- Arrange and coordinate. Pet travel and vehicle freight are booked and aligned with your household move so arrivals converge at the right US gateway.
- Confirm arrival. You receive updates at each stage, from UAE departure through US entry, customs clearance and final delivery or state registration.
Vehicle compliance in particular benefits from early assessment — some issues take time to resolve and cannot be left to the week before departure, particularly when an RI conversion is involved. Get in touch early and we will work through the requirements with you.

Common questions about this move
Anything specific to your situation? A specialist for this corridor is happy to help.
Contact usHow long does a move to the USA take?
It depends on the freight mode, the volume and the routing, which your coordinator confirms at the survey along with a realistic window — sea freight is the economical choice for a full household, air freight is faster for essentials.
Do you handle customs at both ends?
Yes, with our destination partner: we prepare the export paperwork in Dubai, and clearance at the destination is handled by our partner there. Some countries ask you to apply for duty relief yourself — your coordinator tells you what to file and when.
Is my shipment insured in transit?
Transit insurance (all-risk cover) is available. Your coordinator explains the cover options when quoting, and the terms are confirmed in your quote.
How far ahead should I book?
Two to four weeks is comfortable for most international moves, but we regularly handle urgent relocations. The earlier you reach out, the more flexibility you have on dates and freight space.
Will I have one point of contact?
Yes — one coordinator in Dubai looks after your move from the survey to delivery and works with our destination partner, so you are never passed between companies.
