When UAE families ask what is most complicated about a move to Estonia, it is rarely the furniture. The family pet and the car are the two things that generate the most questions — because both are subject to EU entry requirements that are specific, time-bound and not always obvious from the outside. Seemleius coordinates both as a managed part of your move on the UAE–Estonia corridor. The earlier you raise them, the better the outcome.
Pet relocation to Estonia
Estonia applies the European Union’s third-country pet entry rules, which are detailed and strictly enforced. For animals travelling from the UAE — a third country in EU terminology — the requirements are not unreasonable, but they are sequenced: each step has to be completed in the correct order, and some steps carry fixed waiting periods that cannot be shortened. Miss a step or get the order wrong, and the animal cannot enter at the Estonian border.
The core sequence for a dog or cat travelling from the UAE to Estonia is: an ISO-compliant microchip first, then a primary rabies vaccination after the chip has been fitted (never before), at least 21 days before entry. The UAE is on the EU’s list of third countries for pet travel, so a pet coming from the UAE needs no rabies antibody titre test and faces no three-month wait. An EU animal health certificate is issued by an authorised UAE veterinarian within ten days of travel, and the animal must enter Estonia through a designated travellers’ point of entry where the documentation is checked.
Once in Estonia, dogs and cats are generally required to be registered, and the rules and any registration fees can vary between local municipalities — Tallinn, for instance, maintains its own pet register. We brief you on what applies in your destination so nothing is missed after arrival.
- UAE microchip and rabies vaccination sequenced in the right order, with time allowed for the 21-day wait after a first vaccination
- EU animal health certificate issued in the UAE within ten days of departure
- Approved air route from DXB into an Estonian travellers’ point of entry, with handlers who understand EU animal welfare standards
- Guidance on local municipal pet registration and any associated fees after arrival
Vehicle shipping to Estonia
Shipping a car from the UAE to Estonia involves considerably more than the freight. There is UAE export documentation, EU import treatment, an Estonian technical inspection, and registration with the Estonian Transport Administration before the vehicle is road-legal. We handle the logistics chain and make sure the documentation is in order, and we are straightforward from the outset about the duty, inspection and registration costs so there are no surprises on arrival.
How the vehicle is treated by Estonian customs depends on whether it qualifies under transfer-of-residence relief. A vehicle that the owner has owned and used for at least six months before the move, and which they will continue to use in Estonia, can usually be imported under that relief and exempted from the EU import duty and Estonian VAT that would otherwise apply. The vehicle is covered in the same transfer-of-residence customs claim as the household goods. Without the relief, duty and VAT are payable on the customs value of the car.
Once cleared, the vehicle must pass an Estonian technical inspection — the ülevaatus — which confirms it meets European technical, safety and emissions standards. Vehicles built to UAE specification sometimes need adjustment, particularly to headlights and emissions equipment, to pass. After the inspection the car is registered with the Estonian Transport Administration: the registration certificate and Estonian plates are issued, motor vehicle tax obligations are assessed, and valid motor third-party liability insurance must be in place before the vehicle is driven.
- Container freight, or roll-on roll-off where a sailing is available, booked into the Port of Tallinn, sailing from a port outside the Strait of Hormuz
- UAE export and Estonian customs import documentation prepared — including the transfer-of-residence relief claim for the vehicle where it applies
- Estonian technical inspection coordinated after clearance, with guidance on the modifications UAE-spec vehicles commonly need
- Registration with the Estonian Transport Administration, plates and insurance set out in advance, so the car can be made road-legal after it arrives
How it works
- Tell us what is moving. The pet (species, breed, size) and / or the vehicle (make, model, year, current emissions specification), plus your anticipated move dates.
- Map the requirements. We set out the EU entry sequence for the pet and the Estonian import, inspection and registration sequence for the vehicle — including the lead times and waiting periods that cannot be compressed.
- Coordinate the journeys. Pet travel via an approved DXB route and vehicle sea freight are booked and aligned with your household shipment so arrivals are sequenced sensibly.
- Keep you informed. Your coordinator updates you through each stage — the UAE health certificate, Estonian customs clearance, the inspection appointment, the Transport Administration registration — and you can ask for an update at any point.
EU pet entry requirements in particular reward early action — the microchip has to come before the rabies vaccination, and a first vaccination needs 21 days before the pet can travel, so the vet appointments set the earliest travel date. Our guide to moving to Estonia covers the wider corridor. Get in touch as soon as you have a move date and we will map out the full timeline for both.

Common questions about this move
Anything specific to your situation? A specialist for this corridor is happy to help.
Contact usHow long does a move to Estonia take?
It depends on the freight mode, the volume and the routing, which your coordinator confirms at the survey along with a realistic window — sea freight is the economical choice for a full household, air freight is faster for essentials.
Do you handle customs at both ends?
Yes, with our destination partner: we prepare the export paperwork in Dubai, and clearance at the destination is handled by our partner there. Some countries ask you to apply for duty relief yourself — your coordinator tells you what to file and when.
Is my shipment insured in transit?
Transit insurance (all-risk cover) is available. Your coordinator explains the cover options when quoting, and the terms are confirmed in your quote.
How far ahead should I book?
Two to four weeks is comfortable for most international moves, but we regularly handle urgent relocations. The earlier you reach out, the more flexibility you have on dates and freight space.
Will I have one point of contact?
Yes — one coordinator in Dubai looks after your move from the survey to delivery and works with our destination partner, so you are never passed between companies.
