- One coordinator from quote to delivery
Andorra sits high in the Pyrenees between Spain and France, a microstate with no coastline, no seaport and no airport of its own. Every household move from the UAE therefore arrives by road over the mountains — sea freight discharged at Barcelona and trucked up the valley, or air freight landed at Barcelona or Toulouse and driven the final leg. The country also runs its own customs service rather than the EU’s, which changes how a Dubai container clears. With 22 years’ experience behind us, this is the kind of routing we plan in detail before anything is packed.
Most people we move to Andorra are drawn by the tax regime and the mountain life that comes with it. Entrepreneurs taking active-residency permits to run a company from Andorra la Vella, online and remote-business owners settling in Escaldes-Engordany, families swapping a Dubai tower for a chalet within reach of the slopes, and the occasional commercial consignment for a retail or hospitality venture. The freight is rarely the hard part; the overland leg and the Andorran import are, and that is where a coordinator who knows the corridor saves you the most.
Why move with Seemleius
Non-EU import, handled correctly
Andorra is outside the EU and its VAT area. Its customs union with the EU covers industrial goods only and it runs its own customs service, so your goods are formally imported through the Duana Andorrana with a full declaration and the low IGI tax, not EU VAT. We prepare that declaration and the transit paperwork before the box leaves the UAE.
Transfer-of-residence relief
Used personal effects owned six months or more can enter under Andorra’s transfer-of-residence rules, supported by a valued inventory and your residence permit. We build the inventory to the standard the Duana expects, line by line.
The mountain leg planned
From Barcelona it is roughly two and a half to three hours up the valley to Andorra la Vella. We schedule that run around Pyrenees weather — snow chains and seasonal timing in winter — so delivery day is not left to chance.
How your move works
-
Survey and brief
A UAE survey in person or by video, volume measured in cubic metres, and anything that changes customs treatment flagged early. Sea and air options come back against the date you take the keys in Andorra and the residence evidence the customs relief needs.
-
Documentation before dispatch
EU transit paperwork to move the goods across Spain, plus the Duana Andorrana import file: valued inventory, residence permit, UAE deregistration evidence and the transfer-of-residence declaration, all verified before the container sails.
-
Export pack and ship
Export-standard packing from Dubai, Abu Dhabi or Sharjah, ISPM-15 timber where required, and a full inventory. Booked by sea to Barcelona, or air to Barcelona or Toulouse when the timeline is tight.
-
Clear, climb and deliver
Transit through Spain, formal clearance into Andorra at the Duana, then the road leg up the valley timed to the weather. Our destination partner unpacks, reassembles and removes the debris on the same visit to your parish address.
The UAE–Andorra corridor in detail
Routing: no port, no airport, a road over the mountains
Because Andorra is landlocked with neither a seaport nor a commercial airport, every shipment finishes on the road. The usual sea path is to Barcelona, the nearest major port, then a mountain run of two and a half to three hours up to Andorra la Vella. Since the Strait of Hormuz closed to commercial shipping in February 2026, containers first go by road to a port outside the strait, such as Khor Fakkan or Fujairah on the UAE’s east coast or Sohar in Oman; routing and sailing dates to Barcelona are confirmed at the survey. For tighter moves, air freight goes DXB to Barcelona and up by road, or DXB to Toulouse on the French side and down through the Envalira pass. Toulouse can suit the northern parishes; Barcelona is the workhorse for most of the country. We choose the gateway by what you are sending, when you need it and the time of year.
The Duana Andorrana, IGI and a full non-EU import
Andorra is not in the European Union or its VAT area, and its customs union with the EU covers industrial goods only, so goods do not simply move there as an internal EU transfer. They cross Spain under EU transit procedures and are then formally imported into Andorra through the Duana Andorrana with a complete declaration. Instead of EU VAT, Andorra levies its own consumption tax, the IGI, at a low headline rate of around four and a half per cent. For a household move the working basis is transfer-of-residence relief: used personal effects owned six months or more, brought in by someone establishing residence in the country, supported by a valued inventory and proof of the residence permit. New goods in retail packaging, commercial stock and items bought specifically for the move sit outside that relief and are assessed on their own footing. We prepare the paperwork for both the Spanish transit and the Andorran import, so neither stage is improvised at the border.
Residence permit and customs relief
The reason most of this traffic exists is Andorra’s residency regime. Active residency suits people running a business from the country and generally requires a registered company and a deposit lodged with the Andorran authorities; passive residency suits those not working locally and rests on a qualifying investment and a larger deposit. Either way, the permit is what unlocks transfer-of-residence relief, and the permit takes time. We sequence the shipment so the container is not sitting at the Duana waiting on a document that has not been issued yet — in practice that often means the survey and paperwork start while the permit is still in train, and the sailing is timed to land after it is confirmed.
Mountain access and winter timing
The final climb is a genuine logistical point, not a formality. The roads up from Barcelona and down from the Toulouse side cross high ground, and in winter that means snow, chain requirements and the occasional pass closure. A large furniture vehicle has less margin than a car. We plan delivery windows around the season, carry chains where needed, and on the heaviest moves into the higher parishes will stage the load and shuttle it the last stretch rather than force one oversized run in poor conditions.
Pets, restricted items and what does not ship
Pets travelling this route clear into the EU at the Spanish or French entry point before continuing to Andorra: an ISO microchip, a valid rabies vaccination given far enough ahead of travel, and a health certificate from an official UAE vet within the required window. We hand off to a specialist pet agent at Barcelona or Toulouse. As for goods, firearms and certain weapons are tightly controlled, alcohol and tobacco above personal allowances are dutiable, plants need phytosanitary clearance, and new boxed electronics are read as commercial rather than personal effects. We flag all of this at survey so nothing stalls the declaration.
Where we deliver and how pricing is built
We deliver across the parishes — Andorra la Vella and the commercial centre, Escaldes-Engordany next to the capital, La Massana and the higher valleys popular for mountain residences, and the towns along the Spanish and French approaches. Pricing builds from volume, freight mode, customs treatment and how far up the mountain the address sits; access to the final parish is a real cost line, not a rounding error. Every quote itemises freight, transit, Andorran clearance, the road leg and packing, with transit insurance (all-risk cover) available on request.
Entrepreneur to Andorra la Vella
A Dubai-based founder moving to Andorra la Vella to run an online business, with the residence permit still being processed at the time of the survey. The coordinator plans the sea shipment to Barcelona so it arrives after the permit is confirmed and prepares the valued inventory for the transfer-of-residence declaration; our destination partner then clears the goods at the Duana and delivers to the apartment.
Escaldes-Engordany household move
A family of four moving from Dubai Marina to a flat in Escaldes-Engordany, the parents running a remote consultancy and the children starting the school year. The coordinator splits the load: the working office gear goes by air from DXB to Barcelona and the rest of the home by sea, both on one inventory, with delivery up the valley planned around the winter weather.
Chalet and ski-rental fit-out to La Massana
A couple settling into a mountain chalet in La Massana and fitting out a small ski-rental business alongside it. The coordinator keeps the used personal effects, which can qualify for transfer-of-residence relief, apart from the new rental stock, which is declared as a commercial import, and plans the final climb around the snow, with the load shuttled up the last stretch in a smaller vehicle where the chalet road calls for one.
Frequently asked questions — Andorra corridor
Can I bring my household goods in duty-free?
Used personal effects owned six months or more can enter under Andorra’s transfer-of-residence relief when you are establishing residence in the country, supported by a valued inventory and your residence permit. New goods in retail packaging and commercial stock fall outside that relief and are assessed separately.
How does the move actually reach Andorra with no port or airport?
By road over the Pyrenees. Sea freight discharges at Barcelona and is trucked up the valley, around two and a half to three hours to Andorra la Vella. Air freight lands at Barcelona or, for the northern parishes, Toulouse, and completes the final leg by road.
How long does it take from Dubai?
By sea, schedules to Barcelona are longer and less predictable than before, so we confirm routing and dates at the survey; the Andorran clearance and the road leg up the mountain come on top. Air is usually a few days plus clearance. Winter weather can add a day or two on the final climb, and we tell you that up front.
Is Andorra in the EU customs union?
Only for industrial goods. Andorra is outside the EU and its VAT area; its customs union with the EU covers industrial goods, but it runs its own service, the Duana Andorrana. Goods cross Spain under EU transit and are then formally imported into Andorra with a full declaration, paying the Andorran consumption tax, the IGI, rather than EU VAT.
What is the IGI and how much is it?
The IGI is Andorra’s general indirect tax on imports and consumption, with a low headline rate of around four and a half per cent. For a genuine transfer-of-residence household move, qualifying used personal effects are relieved; new and commercial goods are charged on their assessed value.
Do I need my residence permit before the goods arrive?
The permit is what unlocks transfer-of-residence relief, so it needs to be in place for clearance. We usually start the survey and paperwork while the permit is still being processed and time the sailing to land after it is confirmed, so the container is not waiting at the Duana.
Will winter weather affect delivery?
It can. The roads up to Andorra cross high ground, and snow can mean chain requirements or a brief pass closure. We plan delivery windows around the season, carry chains, and on heavy loads into the higher parishes will stage and shuttle the last stretch rather than risk an oversized vehicle in poor conditions.
Can you move my pet?
Yes. Pets clear into the EU at the Spanish or French entry point before continuing to Andorra, with an ISO microchip, a valid rabies vaccination given far enough ahead of travel, and a health certificate from an official UAE vet within the required window. We hand off to a specialist agent at Barcelona or Toulouse.
What cannot be shipped?
Firearms and certain weapons are tightly controlled, alcohol and tobacco above personal allowances are dutiable, plants need phytosanitary clearance, and new boxed electronics are treated as commercial rather than personal effects. We flag all of it at survey.
Who handles the Andorran end?
Our destination partner handles the clearance at the Duana and the delivery up the mountain. One coordinator owns the move from the UAE survey through Spanish transit, Andorran import and delivery to your parish, so there are no gaps across the two borders.
