Employees relocate from the UAE to Norway across the energy, maritime, engineering and technology sectors. The challenge is rarely any single relocation. It is making a programme of them consistent, compliant and predictable, move after move. Seemleius employee relocation to Norway is built for that scale, with the documentation discipline that Tolletaten and the Norwegian registration system require.
Why Norway moves need programme thinking
Norway adds layers that many destinations do not. Residence permits for work are a matter for the Norwegian Directorate of Immigration, and we plan each move around the dates it sets rather than advise on them. On the move side, the fact that Norway clears customs separately from the EU means every relocation needs a properly prepared Norwegian import declaration, not just a packed container.
If that preparation differs from move to move — different carriers, different paperwork formats, different levels of care — the inconsistency shows up as delays, cost variance and avoidable stress for the employee. We build it the same way every time, timed to the employee’s housing and Folkeregister registration so the shipment lands in the right window.
Folkeregister registration drives the shipment timeline
Norway runs on its National Population Register, the Folkeregister, administered by Skatteetaten. Most relocating employees first receive a D-number — the temporary identification number for people with a Norwegian connection who are not yet registered as resident — which is enough to start a job and be paid. Once the employee is settled with an address and meets the residence conditions, registration produces a full personal identity number, the fødselsnummer, which unlocks the tax card, the bank account and the wider public system.
This has direct consequences for shipment timing. If the household shipment arrives before the employee has a confirmed permanent address, there is nowhere to deliver it. If it arrives too late, the employee lives out of suitcases longer than necessary. We coordinate the sea or air freight so it lands shortly after the employee has secured housing and begun the registration process — not before, and not weeks adrift.
What the programme covers
Policy-aligned moves
Every relocation to Norway runs to your mobility policy — volume caps, entitlements, approvals — without requiring you to police each one individually.
Customs handled per employee
The Tolletaten import declaration and transfer-of-residence relief documentation prepared accurately for every move — the employee does not navigate it and neither does HR.
Employee support
The relocating person has one coordinator from the UAE survey to the Norwegian delivery — reducing stress and the questions that would otherwise land back with HR.
Consistent records
Quotes, inventories and invoices in one consistent format across every move, ready for finance and mobility reporting.
Schools and the kommune system
Employees moving with children encounter a school system run by the local kommune, with primary and lower-secondary education compulsory and free in the public system. Children of new arrivals are generally entitled to a place at the school serving their registered address, with introductory Norwegian-language support where needed. International schools operate in Oslo, Stavanger, Bergen and Trondheim and are often preferred for employees on shorter assignments. Placement is tied to the registered address, which loops back to the housing and shipment timeline.
Tax, the first weeks and what to have ready
The first weeks in Norway are procedural by design. The employee attends an ID check, the D-number or personal identity number is established through the Folkeregister, and a tax deduction card — the skattekort — is issued by Skatteetaten so the employer can run payroll at the correct rate. A bank account follows once the identity number and address are in place. Skatteetaten publishes what to bring to the ID check; we plan the household delivery around these steps, so the first week is about settling in rather than chasing a shipment.
How the programme works
- Align the programme. We map to your mobility policy once — entitlements, documentation standards, reporting format — so every Norway move runs the same way.
- Initiate a move. HR refers the employee; we survey in the UAE, prepare the Tolletaten documentation, align the shipment timing with the registration and housing milestones, and return a policy-checked quote.
- Manage the relocation. Packing, sea via a port outside the Strait of Hormuz or air via DXB, Norwegian customs clearance and final delivery are coordinated for the employee, with HR updated at each milestone.
- Report. You receive consistent documentation and status reporting across every move — ready for finance, audit and mobility programme review.
Whether you move a handful of employees to Norway each year or run a sustained programme for a global engineering organisation, the service scales without losing consistency. Common questions about this move
Anything specific to your situation? A specialist for this corridor is happy to help.
Contact usHow long does a move to Norway take?
It depends on the freight mode, the volume and the routing, which your coordinator confirms at the survey along with a realistic window — sea freight is the economical choice for a full household, air freight is faster for essentials.
Do you handle customs at both ends?
Yes, with our destination partner: we prepare the export paperwork in Dubai, and clearance at the destination is handled by our partner there. Some countries ask you to apply for duty relief yourself — your coordinator tells you what to file and when.
Is my shipment insured in transit?
Transit insurance (all-risk cover) is available. Your coordinator explains the cover options when quoting, and the terms are confirmed in your quote.
How far ahead should I book?
Two to four weeks is comfortable for most international moves, but we regularly handle urgent relocations. The earlier you reach out, the more flexibility you have on dates and freight space.
Will I have one point of contact?
Yes — one coordinator in Dubai looks after your move from the survey to delivery and works with our destination partner, so you are never passed between companies.
