The UAE–France machinery corridor splits cleanly down the country. Northern receivers route through Le Havre into the Paris ring and the Hauts-de-France manufacturing belt; Southern receivers route through Fos-sur-Mer and Marseille for Provence, Occitanie and the Rhone-Alpes engineering belt. Seemleius scopes UAE–France machinery shifting against that split. HS classification is matched at origin against the EU Combined Nomenclature, the export file is built for an EU import regime, and a French broker has the DELTA declaration ready before the box berths.
The cargo profile reads like a French industrial sector map. Aerospace tooling and CNC machining centres for the Toulouse and Bordeaux belts. Process plant and packaging lines for food and beverage manufacturers in Brittany and the Loire valley. Generator sets and transformers for utility contractors. MRI magnets, CT scanners and linear accelerators for French hospitals and clinics. Data-centre racks and in-row cooling for the colocation build across Greater Paris and Marseille. Each category sits against its own CE, MDR and DEEE consideration.
Pre-move engineering at the UAE end
An engineer attends the workshop, factory or clinic before the quotation is firm. The survey records floor loading on the egress route, gantry and door clearance, OEM lift points and any disassembly the manufacturer specifies. The method statement names rigging, skating and crane configuration, with spindle lock-down on machining centres, dielectric drain on oil-filled transformers and refrigerant recovery on chillers staged into the sequence. Climate-controlled crates with anti-vibration mounts cover medical imaging, calibrated metrology and aerospace tooling. Plywood cases with VCI film cover general machine cargo. JAFZA, DAFZA and Dubai Industrial City lift-schedule approvals sit in the programme.
UAE export and CN classification
Classification is matched at origin against the EU Combined Nomenclature for machinery (Chapter 84), electrical apparatus (Chapter 85) and medical or laboratory instruments (Chapter 90). The UAE export declaration carries the matched heading, and the file adds the French consignee’s EORI and a packing list matching the crate manifest. CE conformity declarations and prior calibration certificates are assembled at the workshop so the French importer has a defensible conformity pack on arrival rather than chasing paperwork through Douanes after release.
Sea, breakbulk and charter air
Sea shipments to Le Havre now start by road: since the Strait of Hormuz closed to commercial shipping in February 2026, cargo is trucked to a port outside the strait, such as Khor Fakkan or Fujairah on the UAE’s east coast or Sohar in Oman, and shipped from there, with routing and dates confirmed at the survey. Fos-sur-Mer and Marseille are the right discharge for South of France destinations, often a shorter door-to-door for the Rhone-Alpes belt. FCL covers dismantled machine tools and rack cargo. Flat-rack and open-top take presses, lathes and transformers exceeding standard internal height. RoRo can suit wheeled and tracked plant where a RoRo sailing is available from the departure port. Breakbulk and heavy-lift charter handles transformers above 40 tonnes and press bodies that cannot be containerised — berthed at Le Havre or Fos heavy-lift quays. Charter air via Antonov AN-124 or 747F from DXB or DWC into Paris CDG, Lyon Saint-Exupery or Toulouse Blagnac handles time-critical CT scanners or aerospace tooling.
Douanes clearance and French inland
DELTA entry
Declaration filed through DELTA against the matched CN code, with EORI and customs value assessed; import VAT under autoliquidation where the importer holds the regime.
Temporary admission
ATA Carnet opened at origin for cargo travelling to a salon or exhibition, discharged on return — the duty-free regime Douanes Francaises expect.
Convoi exceptionnel permits
Prefectoral permits for movements exceeding the standard road envelope, pilot and gendarmerie escort where the convoy’s size requires it, bridge ratings checked.
Marine and inland cover
Transit insurance (all-risk cover) is available, with the terms confirmed in your quote — including the insured value and whether rigging, lifting and the inland leg to the French factory floor are covered.
Worked example: aerospace tooling from JAFZA to Toulouse
Take a set of five-axis CNC machining centres and a CMM moving from a JAFZA workshop to an aerospace sub-tier supplier near Toulouse. The survey establishes which machines can travel whole on flat-racks and which need partial disassembly for door clearance and crating in 40’ high-cube boxes with vibration-dampened skids; the CMM travels in a climate-controlled crate. The export declaration is filed under heading 8457 with the JAFZA gate-pass attached, and the boxes go by sea to Fos-sur-Mer. The French broker pre-files DELTA against the matched CN code; the machines then travel by trailer to Toulouse under a convoi exceptionnel permit, are re-levelled to OEM tolerance, and the OEM engineer handles spindle calibration and CMM re-qualification.
Condition reporting and conformity
A condition report is produced at the UAE end: panel and plate photography, calibration sticker dates, fluid levels logged. Calibration certificates and CE conformity declarations travel in the project file. On arrival the report is re-walked at the French site so any transit damage is flagged inside the marine policy notice window. Where the OEM has a written relocation procedure, the method statement maps to it section by section.
How the corridor runs
- Survey and CN agreement. Workshop visit, OEM relocation specification reviewed, CN code agreed with the French broker, written quotation against scope.
- Crating, export declaration and conformity pack. Custom crating built, UAE export declaration filed, free-zone gate-pass issued, CE and OEM documentation assembled for DELTA.
- Sea or charter to France. Booking matched to the asset, surveyor sign-off on lashing for higher-value loads, vessel sailed from the departure port confirmed at the survey.
- DELTA clearance and inland. Broker clears at Le Havre, Fos-sur-Mer or Marseille, convoi exceptionnel permits in place, trailer to the site, condition re-walk, handover for OEM commissioning.
For an aerospace machining centre, a process line, a CT scanner or a transformer moving from the UAE to a French site, scope from the asset and the receiving region rather than from a sticker freight rate. Request a UAE–France machinery survey and we will scope method, freight, customs and insurance against the move. The wider service sits on the UAE machinery moving page.

Common questions about this move
Anything specific to your situation? A specialist for this corridor is happy to help.
Contact usHow long does a move to France take?
It depends on the freight mode, the volume and the routing, which your coordinator confirms at the survey along with a realistic window — sea freight is the economical choice for a full household, air freight is faster for essentials.
Do you handle customs at both ends?
Yes, with our destination partner: we prepare the export paperwork in Dubai, and clearance at the destination is handled by our partner there. Some countries ask you to apply for duty relief yourself — your coordinator tells you what to file and when.
Is my shipment insured in transit?
Transit insurance (all-risk cover) is available. Your coordinator explains the cover options when quoting, and the terms are confirmed in your quote.
How far ahead should I book?
Two to four weeks is comfortable for most international moves, but we regularly handle urgent relocations. The earlier you reach out, the more flexibility you have on dates and freight space.
Will I have one point of contact?
Yes — one coordinator in Dubai looks after your move from the survey to delivery and works with our destination partner, so you are never passed between companies.
