When UAE families ask what is most complicated about a move to Romania, it is rarely the furniture. The family pet and the car are the two things that generate the most questions — because both are subject to EU entry requirements that are specific, time-bound and not always obvious from the outside. Seemleius coordinates both as a managed part of your move on the UAE–Romania corridor. The earlier you raise them, the better the outcome.

Pet relocation to Romania

Romania applies the European Union’s rules for pet animals entering from a third country, and the UAE is a third country in EU terminology. The requirements are not unreasonable, but they are sequential and time-sensitive: each step must be completed in the correct order, and some steps carry fixed waiting periods that cannot be shortened. Miss a step or get the sequence wrong, and the animal cannot enter at the Romanian border.

The core sequence for a dog or cat travelling from the UAE to Romania is: an ISO-compliant microchip first, a primary rabies vaccination after the chip has been implanted — never before — and then a minimum wait of 21 days after a first vaccination before the animal can travel. Pets coming from the UAE do not need a rabies antibody blood test, as the UAE is on the EU’s list of third countries for pet travel. An EU animal health certificate is issued by an official UAE veterinarian shortly before departure, and the animal must enter Romania through a designated Travellers’ Point of Entry where the documentation is checked.

Once in Romania, owners register their dog with the local authority, and pet ownership is recorded in the national companion-animal identification system, the RECS. Some breeds classed as potentially dangerous are subject to additional ownership conditions under Romanian law. We brief you on the rules that apply where you are settling.

  • UAE microchip and rabies vaccination sequenced in the right order, with time for the 21-day wait after a first vaccination
  • EU animal health certificate issued in the UAE within the validity window before departure
  • Approved air route from DXB into a Romanian Travellers’ Point of Entry, with handlers who understand EU animal welfare standards
  • Guidance on local dog registration, the RECS identification record and any breed-specific obligations

Vehicle shipping to Romania

Shipping a car from the UAE to Romania involves considerably more than the freight. There is UAE export documentation, EU import treatment, Romanian registration, a roadworthiness inspection and an environmental tax position to work through. We handle the logistics chain and make sure the documentation is in order, and we are straightforward about the duty, registration and inspection costs so there are no surprises on arrival.

The treatment of the vehicle at Romanian customs depends on whether it qualifies under the transfer-of-residence relief. A car owned and used by the owner for a sufficient period before the move — in line with the EU rule, generally at least six months — and which the owner will continue to use in Romania can usually be imported under transfer-of-residence relief and exempted from the EU import duty and the Romanian VAT, currently 21%. The vehicle is declared alongside the household goods. Without that relief, duty and VAT are payable on the customs value of the car.

Once cleared, the vehicle goes through the Romanian roadworthiness inspection — the ITP, inspecția tehnică periodică — which confirms it meets technical and safety standards. Vehicles built to UAE specification sometimes need adjustment to lighting or other equipment to pass. The car is then registered with the local vehicle registration authority: registration plates are issued, the compulsory third-party motor insurance, the RCA, is put in place, and the local vehicle and any applicable environmental charges are settled so the car is road-legal.

  • Container freight, or roll-on roll-off where a sailing is available, booked into Constanța via a port outside the Strait of Hormuz
  • UAE export and Romanian import documentation prepared — including the transfer-of-residence application for the vehicle where the relief applies
  • ITP roadworthiness inspection coordinated after clearance, with guidance on the modifications UAE-specification vehicles typically need
  • Registration, plates and RCA insurance steps set out in advance, so the car can be made road-legal after it arrives

How it works

  1. Tell us what is moving. The pet (species, breed, size) and / or the vehicle (make, model, year, current specification), plus your anticipated move dates.
  2. Map the requirements. We set out the EU entry sequence for the pet and the Romanian import, inspection and registration sequence for the vehicle — including the lead times and waiting periods that cannot be compressed.
  3. Coordinate the journeys. Pet travel via an approved DXB route and vehicle freight by sea are booked and aligned with your household shipment so arrivals are sequenced sensibly.
  4. Keep you informed. Your coordinator updates you through each stage — the UAE vet steps, Romanian customs clearance, ITP appointment, vehicle registration — and you can ask for an update at any point.

EU pet entry requirements in particular reward early action — a pet must wait at least 21 days after a first rabies vaccination before it can travel, and there is no mechanism to shorten that wait. The full corridor picture is set out in our guide to moving from the UAE to Romania. Get in touch as soon as you have a move date and we will map out the complete timeline for both the pet and the vehicle.

Common questions about this move

Anything specific to your situation? A specialist for this corridor is happy to help.

Contact us
How long does a move to Romania take?

It depends on the freight mode, the volume and the routing, which your coordinator confirms at the survey along with a realistic window — sea freight is the economical choice for a full household, air freight is faster for essentials.

Do you handle customs at both ends?

Yes, with our destination partner: we prepare the export paperwork in Dubai, and clearance at the destination is handled by our partner there. Some countries ask you to apply for duty relief yourself — your coordinator tells you what to file and when.

Is my shipment insured in transit?

Transit insurance (all-risk cover) is available. Your coordinator explains the cover options when quoting, and the terms are confirmed in your quote.

How far ahead should I book?

Two to four weeks is comfortable for most international moves, but we regularly handle urgent relocations. The earlier you reach out, the more flexibility you have on dates and freight space.

Will I have one point of contact?

Yes — one coordinator in Dubai looks after your move from the survey to delivery and works with our destination partner, so you are never passed between companies.
