Romania has become a serious logistics gateway for the Black Sea region, and the port of Constanța sits at the centre of that — one of the largest ports on the Black Sea and a working entry point into the European Union. For UAE businesses shipping commercial cargo into Romania, that geography is an advantage, but it only pays off when the customs side is handled properly. Cargo that arrives incorrectly classified or with incomplete documentation is held, not waved through. Seemleius commercial cargo and freight on the UAE–Romania corridor is built around getting the preparation right before the cargo moves, and around a coordinator who tracks the consignment through every handover.
The UAE–Romania freight corridor
We arrange and coordinate sea and air freight from the UAE into Romania for commercial stock, machinery, industrial goods, consolidated consignments and full containers. Since February 2026, when the Strait of Hormuz closed to commercial shipping, sea cargo for Constanța has gone by road to a port outside the strait, such as Khor Fakkan or Fujairah on the UAE’s east coast or Sohar in Oman, with routing and dates confirmed at the survey; air freight from DXB into Bucharest’s Henri Coandă airport (OTP) is the route when cargo cannot wait on the sea transit. Romania’s position as an EU point of entry is a strategic advantage where the cargo needs to reach multiple European markets — clearing customs at Constanța or Bucharest releases the goods into the entire EU, simplifying onward distribution into Hungary, Bulgaria and Central Europe.
Sea freight
Cost-effective for larger volumes and bulk commercial consignments — full container or consolidated loads to Constanța, with bonded warehousing options at the port where onward clearance is staged.
Air freight
For time-sensitive commercial cargo — high-value goods, urgent components or consignments that cannot absorb the sea transit — direct DXB to Bucharest, with onward trucking inland.
Romanian customs
EU import documentation prepared and submitted electronically — HS classification, EORI registration, valuation and supporting records done properly the first time.
Onward road delivery
From Constanța or Bucharest to the final commercial address — anywhere in Romania, or onward into wider Europe under T1 or T2 transit where required.
Romanian customs, ANAF and the EORI number
Romanian import clearances are processed electronically within the EU customs framework, administered by ANAF — the national tax and customs authority. Every commercial importer needs an EORI number, the Economic Operators Registration and Identification number, registered before cargo can clear in its name; an EORI issued in any EU member state is valid across the Union. The standard Romanian import VAT rate is 21%, applied on top of any duty, and is recoverable for VAT-registered businesses through the regular VAT return.
For cargo destined onward into other EU countries, or for goods that need to move under duty suspension to a bonded warehouse, we use T1 external transit and T2 internal transit procedures so that import VAT and duty are settled at the correct point in the chain. For temporary movements — exhibition stock, demonstration equipment, professional tooling — an ATA carnet is frequently the cleanest mechanism, and we prepare and present it for clearance.
Why classification accuracy matters on this corridor
The HS code assigned to your cargo sets the duty rate, the VAT base and any licensing or restriction that applies. An incorrect classification can trigger delays, back-duties, penalty interest and compliance complications that cost considerably more than getting it right at the outset. We do not guess on classification — we confirm it before the shipment moves and document the reasoning, so any subsequent query from Romanian customs is answered straight from the file rather than reconstructed under pressure.
Bonded warehousing and staged clearance
For larger UAE shippers, bonded warehouse storage at or near Constanța holds cargo in customs suspension until the goods are actually needed — useful when the inland customer is not ready, when VAT cashflow needs managing, or when a consignment will be split across several onward destinations. We coordinate the warehouse, the staged clearance and the inland trucking to Bucharest, Cluj-Napoca, Timișoara and beyond. This same corridor also carries household relocations, covered in our guide to moving from the UAE to Romania.
How a commercial shipment runs
- Brief us. What is shipping, its HS classification if known, the value, weight and dimensions, the Romanian consignee’s EORI, and when it needs to arrive.
- Quote and route. You receive a clear quote with the freight mode, the planned routing, the customs treatment, the origin position if applicable, and any T1, T2 or bonded options explained.
- Document and book. Romanian import documentation is prepared, the electronic declaration is built, origin and licensing evidence is collected, vessel or aircraft space is booked and the cargo collected.
- Track to delivery. Your coordinator monitors the shipment through each handover, follows the Romanian customs clearance by our destination partner, and confirms delivery at the final destination — or onward into the EU under transit.
Whether it is a single consignment or a regular freight programme into Romania, we route and document it properly. Request a freight quote and we will confirm the right approach for your cargo, the EORI and customs treatment, and any duty or VAT planning that applies.

Common questions about this move
Anything specific to your situation? A specialist for this corridor is happy to help.
Contact usHow long does a move to Romania take?
It depends on the freight mode, the volume and the routing, which your coordinator confirms at the survey along with a realistic window — sea freight is the economical choice for a full household, air freight is faster for essentials.
Do you handle customs at both ends?
Yes, with our destination partner: we prepare the export paperwork in Dubai, and clearance at the destination is handled by our partner there. Some countries ask you to apply for duty relief yourself — your coordinator tells you what to file and when.
Is my shipment insured in transit?
Transit insurance (all-risk cover) is available. Your coordinator explains the cover options when quoting, and the terms are confirmed in your quote.
How far ahead should I book?
Two to four weeks is comfortable for most international moves, but we regularly handle urgent relocations. The earlier you reach out, the more flexibility you have on dates and freight space.
Will I have one point of contact?
Yes — one coordinator in Dubai looks after your move from the survey to delivery and works with our destination partner, so you are never passed between companies.
