Moving your home? Relocation to Belgium from Dubai and Abu Dhabi
Since the Strait of Hormuz closed to commercial shipping in February 2026, a container for Antwerp goes by road to a port outside the strait, such as Khor Fakkan or Fujairah on the UAE’s east coast or Sohar in Oman, and sails from there to the Deurganck or Antwerp North terminals. After your survey we confirm the routing, the sailing and the projected arrival, then build the Belgian customs file around them. That is how a Belgium move ought to run, and it is the standard we have held across 22 years and 1,213+ moves.
The corridor carries a particular mix. A policy adviser taking up a post with one of the EU institutions in Brussels; a trader moving into the Antwerp diamond quarter or the petrochemical belt north of the city; a research engineer joining the biotech cluster at Leuven; a Dubai family settling into a Ghent townhouse for the school year. Belgium is a small country with an outsized logistics footprint and a customs operation wired straight into the EU single market — demanding when the paperwork is loose, and straightforward once the file is set up correctly.
Why move with Seemleius
Verhuisgoederen relief, claimed correctly
EU transfer-of-residence relief exempts used personal effects from duty and the 21% Belgian import VAT, where goods have been owned six months or more and you are moving your normal residence from outside the EU. We assemble the declaration and evidence before the box sails.
Belgian customs prepared in advance
The Belgian Douane clears electronically under the Union Customs Code. A gap between declared value and inventory holds the container at the quay. We check the file with our destination partner before lodgement, so it is right the first time it reaches the desk.
Commune registration in the plan
Every new resident reports to the local commune to enter the rijksregister, and that registration unlocks local services and schooling. We plan the sailing around your lease and registration dates.
How your move works
-
Survey and brief
A UAE survey or video walk-through measures volume in cubic metres and flags anything that changes customs treatment. Sea and air options come back against your commune registration window and Belgian start date.
-
Documentation before sail
The verhuisgoederen file is built with a full inventory, proof the UAE residence is being given up and that a Belgian address is established, plus ICS2 data. EORI confirmed where a commercial flow needs it.
-
Export pack and dispatch
Export-standard pack from Dubai or Abu Dhabi, ISPM-15 timber where required, and sea freight booked to Antwerp or Zeebrugge, or air from DXB to Brussels Airport when the schedule is tight.
-
Clearance and delivery
Customs lodgement at the Belgian point of entry by our destination partner, verhuisgoederen relief requested, container devanned and trucked to Brussels, Antwerp, Ghent or Leuven. The partner’s crew unpacks, reassembles and clears the debris on the same visit.
The UAE–Belgium corridor in detail
Antwerp, Zeebrugge and the air route
Sea freight lands at the Port of Antwerp-Bruges, among the largest in Europe. Antwerp itself handles most household traffic from the UAE, with containers discharged at the Deurganck or North terminals and a short road leg to Brussels, Ghent or Leuven. Zeebrugge, the coastal half of the same port authority, suits consignments routing through West Flanders and is the closer landfall for Bruges and the coast. The sailing and dates are confirmed at the survey; add a few days for clearance and a day on the road. Air from DXB reaches Brussels Airport in roughly seven hours, plus a working day on the ground for clearance, and earns its premium only when the timeline genuinely cannot absorb sea transit.
Belgian customs and verhuisgoederen relief
The Belgian Douane processes declarations electronically within the EU framework, and clearing into Antwerp clears your goods into the whole single market — useful if onward movement into the Netherlands, France or Germany is part of the plan. For UAE household goods the working basis is verhuisgoederen, the transfer-of-residence relief under Council Regulation 1186/2009. It lifts duty and the 21% import VAT on personal effects owned and used six months or more, where you have lived outside the EU for at least 12 consecutive months and are establishing your normal residence in Belgium. The file needs a detailed inventory, proof the UAE residence is being given up, and evidence of the Belgian address. New goods still in their boxes, commercial stock and certain vehicle situations sit outside the relief, so we mark those at survey rather than at the quay.
Used cars and the keuring
A used UAE car can come, but it routes through a technische keuring — the Belgian roadworthiness inspection — and registration with the DIV before it can drive on Belgian plates. Expect a conformity check, an emissions assessment and proof that you owned and used the car for at least six months before the move for it to ride under the residence relief rather than attract duty. Older and high-emission cars are where the cost and the low-emission-zone rules in Brussels, Antwerp and Ghent start to bite. We will tell you honestly at survey whether shipping the car earns its place in the container.
Pets, restricted items and pricing
Pets travel under the EU scheme administered by the FAVV/AFSCA: an ISO microchip, a valid rabies vaccination given after the chip and at least 21 days before travel, and an EU animal health certificate from an official UAE vet inside the validity window. We hand off to a specialist agent at Brussels Airport. Some things do not ship: firearms without the correct Belgian permit, certain regulated knives, plants without phytosanitary certificates, and alcohol above personal quantities. Pricing builds from volume, route, freight mode, customs treatment and access at the Belgian end; every quote itemises freight, customs, haulage, packing and, where you take it, transit insurance, with no rolled-up line you cannot read.
Abu Dhabi to Brussels, EU role
A policy specialist taking up a post with one of the EU institutions in Brussels, with a lease in the European Quarter starting on a fixed date. The coordinator confirms the routing and sailing after the survey, checks with the institution which customs relief applies to the posting, prepares the documents before the container leaves, and plans the road leg from Antwerp around the lease start.
Dubai to Antwerp, trade move
A trader relocating to Antwerp with a household and a few high-value personal pieces that need careful handling and clean documentation. The coordinator arranges crating for the valuables, lists them under their own inventory references and confirms the transit insurance terms in the quote. Personal pieces owned and used for six months or more can travel under the residence relief with the household; anything held for trade is declared separately, because goods for commercial purposes pay duties and taxes.
Dubai Marina to a Ghent townhouse
A family of four on a multi-year posting, with the school year in Ghent starting in September. The coordinator plans the packing around the apartment handover, books the sea freight to Antwerp once the routing is confirmed at the survey and arranges the short road leg to Ghent. The verhuisgoederen file is prepared with the Ghent address evidence, and delivery is planned, as far as the sailings allow, before term begins.
Frequently asked questions — Belgium corridor
What is verhuisgoederen relief and do I qualify?
It is the EU transfer-of-residence relief under Council Regulation 1186/2009. You qualify if you have lived outside the EU for at least 12 consecutive months, the goods have been owned and used six months or more, and you are establishing your normal residence in Belgium, importing them within 12 months of settling. It exempts duty and the 21% Belgian import VAT on used personal effects, claimed at clearance with the supporting evidence.
Antwerp or Zeebrugge?
Antwerp carries the wider service frequency and is the default for Brussels, Ghent, Leuven and most of the country. Zeebrugge, run by the same port authority, suits West Flanders and is the closer landfall for Bruges and the coast. Where the sailings give a choice, we book whichever gives you the cleaner road leg to your address.
How long does Belgian customs clearance take?
For a properly prepared file, a handful of working days at Antwerp is realistic once the vessel berths. Air at Brussels typically clears in a working day. Where the desk asks for further address or residence evidence, the clock pauses until it is provided, which is why we build the file fully before sailing.
Can I ship my UAE car?
Yes, as a separate service, but it goes through a technische keuring — the Belgian roadworthiness inspection — and registration with the DIV, and claiming it under the residence relief needs proof that you owned and used it for at least six months before the move. Older or high-emission vehicles face the low-emission-zone rules in Brussels, Antwerp and Ghent, and we will say plainly whether it is worth shipping.
How does commune registration work?
Shortly after arriving you report to your local commune or gemeente to begin entry in the national register, and a police visit usually confirms the address; the commune explains the steps that apply to you. That registration unlocks services and schooling, so we line the shipment up behind it.
How do pets travel to Belgium?
Pets move under the EU scheme administered by the FAVV/AFSCA: an ISO microchip, a rabies vaccination given after the chip and at least 21 days before travel, and an EU animal health certificate from an official UAE vet inside the validity window. We hand off to a specialist agent at Brussels Airport.
What does not ship?
Firearms without the correct Belgian permit, certain regulated knives, plants without phytosanitary certificates, large quantities of alcohol, and new boxed electronics treated as commercial stock rather than personal effects.
How long does the whole move take?
Mostly it depends on the sea leg. Sailing schedules are longer and less predictable than before, so we confirm the routing and dates for your move at the survey; clearance then adds a few days and the road leg to your city about a day. Air from DXB to Brussels is usually on the ground within a couple of days, plus a working day to clear. We pin the schedule to your lease and registration dates rather than to the sailing alone.
Who handles the Belgian end?
Our destination partner in Belgium clears the shipment at the point of entry and delivers it to your door. One coordinator owns the move from the UAE survey to the unpacking in Brussels, Antwerp, Ghent or Leuven, and stays your single point of contact throughout.
How far ahead should I book?
Four to six weeks before dispatch is comfortable for a full container. We can move faster on air and tight corporate timelines, but a four-week runway gives the verhuisgoederen file the room it needs to be right.
