Vehicle import rules: UAE-spec cars in 7 popular destinations

Shipping a UAE-registered vehicle to your new country is one of the most regulated parts of an international move — and one of the easiest places to make an expensive mistake. UAE-spec cars are built for a specific market, and not every destination accepts them without modification. Some countries welcome them; some require costly compliance work; a few will not register them at all. Here is the practical reality across seven destinations our Dubai coordinators handle frequently.

United Kingdom

The UK is one of the friendlier destinations for a UAE car. Vehicles can be imported under the Transfer of Residence relief (ToR1), avoiding import duty and VAT if you have owned the car for at least six months before the move and commit to keeping it in the UK for at least twelve months.

However, a UAE-spec car will need an Individual Vehicle Approval (IVA) inspection unless it has European type approval. Most German, Japanese and Korean cars sold in the UAE were originally engineered for the European market and require minor modifications: rear fog light, headlight beam adjustment for left-side traffic, speedometer in miles per hour. Budget AED 3,500 to AED 6,500 for compliance plus AED 1,500 for the IVA test itself.

Australia

This is where it gets harder. Australia requires every imported vehicle to comply with the Australian Design Rules (ADR) administered by the Department of Infrastructure. UAE-spec vehicles rarely match ADR out of the box. The Personal Import Scheme allows eligible migrants to import one vehicle owned and used for at least twelve months in the UAE, but compliance work in Australia can cost AED 18,000 to AED 35,000.

Right-hand drive is mandatory in Australia, which works in favour of UAE residents who own RHD-spec vehicles imported through Japan. Left-hand drive vehicles common to UAE expatriates from North American origins cannot be road-registered in most Australian states except under historic-vehicle exemptions.

Canada

Canada's Registrar of Imported Vehicles administers an admissibility list. Vehicles less than 15 years old must appear on the list to qualify. The UAE imports many models that share specifications with the US market, which generally pass; but vehicles from European or Japanese specification can fail outright. Check the admissibility list against your specific vehicle identification number before booking any freight — if it is not admissible, no amount of modification will change that.

For vehicles that pass, Canadian Border Services applies duty at 6.1 per cent for non-US-built cars (under the Most Favoured Nation tariff) plus GST and provincial sales tax. Returning Canadians and new permanent residents qualify for a duty waiver under the Settler's Effects programme.

United States

The US permits import of vehicles that conform to Federal Motor Vehicle Safety Standards (FMVSS) and Environmental Protection Agency (EPA) emissions standards. A UAE-spec car almost always fails one or both unless it was originally a US model.

The 25-year rule offers a workaround: any vehicle 25 years or older is exempt from FMVSS conformity. For newer cars, the cost of registered importer compliance work runs AED 25,000 to AED 60,000 and takes months. Most of our clients moving to the US sell their UAE car at home and buy locally on arrival.

Singapore

Singapore is one of the most expensive markets to import a car into anywhere in the world, and the constraints are driven by the Certificate of Entitlement (COE) system rather than by federal compliance. A COE auction win is required before any vehicle — new or imported — can be registered. The COE itself currently costs SGD 90,000 to SGD 130,000 (AED 245,000 to AED 355,000) for a typical category B car.

On top of COE, vehicles older than three years are subject to a 50 per cent surcharge on the Open Market Value, plus excise duty and GST. For the vast majority of UAE residents moving to Singapore, the rational answer is to sell the car in Dubai and use the proceeds towards a local purchase or, more often, the city's exceptional public transport.

New Zealand

New Zealand sits in a middle band. Migrants are eligible to import one vehicle duty-free under the Settler's relief, provided it was owned for at least twelve months before departure and complies with the New Zealand Land Transport Rule for Frontal Impact and emissions. UAE-spec cars often pass with minor work because both Japan and the UAE share right-hand-drive conventions; the only routine issue is a fuel-economy and emissions check.

Compliance costs in Auckland or Wellington for a typical UAE-spec Japanese vehicle run AED 4,000 to AED 9,000, including the entry certification and any required modifications.

Germany and the EU more broadly

If your UAE-spec car is European type-approved (most German-brand cars sold in the UAE are), Germany accepts it readily. The TUV inspection is the gating event; budget two to four weeks at the destination for the registration paperwork after the vehicle clears Hamburg or Bremerhaven.

If the car is American-spec, you face an individual vehicle approval process that can cost AED 8,000 to AED 15,000 per car. Japanese-spec right-hand-drive vehicles can theoretically be imported but face the steepest barriers because most EU countries assume left-hand drive at registration.

What we tell every client

Before any decision about shipping a vehicle, get three answers in writing: is the car admissible at the destination, what specific modifications will it need, and what is the all-in cost compared with selling locally and buying again. In our experience, fewer than 30 per cent of UAE-spec cars are economically worth importing once compliance and time are factored in. Some are — classic and collector vehicles, family cars with sentimental value, and any car where the destination model is substantially more expensive. Most are not.

The good news: a vehicle decision can be made independently of the household goods. The container can sail on time while you sort the car separately. Our coordinators handle vehicle shipping as a parallel workstream, not a critical-path dependency, which is the only sensible way to keep the wider move on schedule.
