UAE to Switzerland: Übersiedlungsgut relief and cantonal differences

Of all the European destinations our Dubai coordinators handle each year, Switzerland is the one that surprises people most. Not because the move itself is difficult — the Jebel Ali to Hamburg or Rotterdam sea leg is well-trodden, and the Swiss inland leg adds only a few days — but because the rules that decide what you pay, where you register and how quickly you can sign a lease all sit at the cantonal level, not the federal one. A move to Zürich and a move to Geneva are, in practical terms, two different projects.

Below is what we walk every UAE-resident client through before they confirm a Swiss destination. It is not legal advice — speak to a Swiss tax adviser about your specifics — but it is the operational lens we use to plan the move.

Übersiedlungsgut: what it covers and what trips people up

Übersiedlungsgut is the Swiss federal regime that lets a person taking up residence in Switzerland import their household goods, personal effects and one vehicle free of customs duty and free of VAT. It is generous by European standards. There is no fixed monetary cap on household-goods value, and the categories covered are broad: furniture, clothing, kitchen and bedroom contents, books, art, sports equipment, hobby tools, even wine cellars within reasonable personal-use quantities.

What trips people up is the eligibility frame, not the categories. To qualify, you must show that you have lived abroad for at least the previous twelve months — a UAE residence visa plus utility bills or a tenancy contract is usually sufficient — and that you are physically relocating your domicile to Switzerland. The goods must have been in your possession and personal use for at least six months before the move. New, unused items in original packaging are treated as commercial imports.

The other detail we flag often: the customs declaration (Form 18.44 plus a detailed inventory in German, French or Italian) must be lodged within a defined window. The goods can arrive in multiple shipments — we routinely split a UAE move into sea, air essentials and a vehicle — but each must be declared under the same Übersiedlungsgut application and arrive within roughly two years of the residence registration.

Vehicles: the one slot, the one chance

You can bring one car, one motorcycle, or one similar vehicle into Switzerland duty-free under Übersiedlungsgut, provided you have owned and used it abroad for at least six months. UAE-spec vehicles need their conformity converted (lights, speedometer in km/h, emissions) at a Swiss-approved garage before MFK inspection (Motorfahrzeugkontrolle, the cantonal vehicle inspection). Budget two to four weeks and several thousand francs for this conversion depending on the model.

Cantonal differences that change the plan

Switzerland has twenty-six cantons. The ones that absorb the bulk of UAE-origin moves are Zürich (ZH), Geneva (GE), Vaud (VD, Lausanne and the lake), Zug (ZG) and Basel-Stadt (BS). Each handles things differently in ways that are easy to overlook.

Registration timing and the residence permit

You must register at the local Einwohnerkontrolle / contrôle des habitants within fourteen days of arriving in your canton of residence. In Zürich and Zug this is usually a single in-person appointment that produces a confirmation slip the same day. In Geneva and Vaud, the timeline can stretch to several weeks because cantonal services route the application through additional checks. Without that confirmation slip you cannot open most Swiss bank accounts, register a vehicle, or sign a long-term lease.

Tax at source vs ordinary assessment

If you hold a B permit (the standard residence permit for non-EU/EFTA nationals coming from the UAE) your salary is taxed at source by your employer at the cantonal rate. The rate is materially different across cantons: Zug and Schwyz sit at the low end, Geneva and Vaud at the high end, Zürich somewhere in the middle. If your annual gross income exceeds CHF 120,000 in most cantons you must additionally file an ordinary tax return, which can produce a refund or a top-up.

Housing market and the deposit ceiling

Zürich and Geneva are tight markets. Apartment viewings are appointments, not walk-ins. Landlords request a Betreibungsregisterauszug (debt enforcement extract) which a new arrival cannot produce — we routinely help clients prepare a substitute dossier with UAE bank references and an employer letter. The rental deposit ceiling is three months’ net rent (federally capped) and most landlords require the deposit to sit in a Swiss bank’s locked deposit account in the tenant’s name.

Practical shipping notes from UAE origin

  • Sea consignment Jebel Ali to Hamburg, Antwerp or Rotterdam is our most common Switzerland routing — transit thirty to thirty-five days plus inland trucking to the Swiss customs office of entry (Basel for north-side cantons, Geneva for south-side).
  • Air freight on essentials — clothing, kitchen basics, the first month of paperwork — works well on DXB-ZRH or DXB-GVA. We book this only after the residence registration appointment is confirmed.
  • Alcohol allowances under Übersiedlungsgut are interpreted strictly. A modest personal wine cellar is fine; commercial-scale quantities are taxed.
  • Wood-frame furniture and crated artwork need ISPM 15 marking. We use ISPM-certified crating for every European destination by default.

What we sequence for a Switzerland move

The order our coordinators run for a UAE-to-Switzerland family relocation: confirm canton and arrival date → book the residence appointment → secure temporary accommodation for two to six weeks → lodge Übersiedlungsgut paperwork with the inventory in the correct language → pack and ship sea consignment in week one → ship air essentials in week three → ship vehicle in parallel with sea cargo → deliver on registration confirmation. The settling-in phase — bank account, mandatory health insurance, commune-level paperwork — is where good coordination earns its keep.
